Frame rate drops after installing new motherboard

I recently purchased an MSI Z97 PC Mate motherboard to replace an Asus H81-K in a budget oriented build. After the swap I started to get frame rate drops even in games like CS: GO. This wasn't the case with the last board. I'm fairly sure that I have updated everything necessary (chipset, bios, cpu drivers, etc) yet the FPS stays the same.

In the build I have the following:

WD 1 TB Drive
Intel 120 GB SSD
MSI PC Mate Z97
Intel Pentium G3258 (Running at normal clock speeds. I'd like to overclock, but I should figure this out first haha)
8 GB of DDR3 Ram.

I am only using Intel HD Graphics if that is any useful information.

I use windows 10 as my OS. Should I use the "reset this pc" option to do this? It would also be nice to keep my files so this option seems nice. I upgraded from windows 7 directly so I don't have any disc or drive.

That's great, I will load it to a USB. Will I have to delete files or programs to do this? I keep files on my hard drive, but programs and my OS on my SSD.
