AMD FX 6300 Six-Core Processor massive frame drops and goes from 3.5 Ghz to 1.33 GHz

So a while back, my processor stopped working properly. I believe this error first started when my power supply shorted, causing me to get another power supply. This happened late July of 2015. Every time I play a game (CS:GO) I will get 300 fps, and then my fps will drop to 40-50. I investigated a bit, and looked at task manager. The CPU Utilization bar would go from really high (good performance) to really low (bad performance). So just recently I started to investigate a bit more, and I noticed that my processor clock speed went from 3.5 to 1.33. So I went a little farther, and downloaded CPU-Z. Looking into this, I then noticed that when my clock speed was at 1.33, my core voltage dropped to 0.900. When my processor was at its normal speed, 3.5, I noticed that its core voltage fluctuated from 1.2 to 1.3. I have tried many solutions, like changing the Cool-n-Quiet settings, and the c6 settings. I ran out of solutions, and I really need help. Thank you for viewing, and have a nice day!

Use AMD Overdrive to check the thermal margins and post a screen when the CPU throttles. What motherboard and CPU cooler?

My motherboard is the M5A78L -M LX PLUS and I am currently using the stock fan.

It's unfortunate the motherboard doesn't support AMD Overdrive. Does it help if you open the side panel and use a large fan to blow air into the case? Either the CPU or the VRM is overheating at full load; in theory it should have no issues with an FX-6300 if your ambient temperature is normal and the case provides good airflow.

The case provides decent airflow. The temperature of the processor does not fluctuate at a high rate. Minimun 54 maximum 70.

Unfortunately it isn't possible to accurately measure an AMD FX processor temperature; but it may be correct if you are using a monitoring tool provided with the motherboard. Add a fan that blows towards the CPU cooler and VRM area to see if it resolves the issue.

Yes, but you'd need to try a better motherboard or a more powerful top-down style CPU cooler (or both). Is your ambient temperature below 25°C?

If you can't improve cooling, then lower the frequency until throttling no longer occurs.

This partially works, I just need to know if I can go higher. I put it down to 3.2 ghz, and it hasn't dropped since. Do you think it will occur if I raise it up to 3.3 or 3.4?

Trial and error works wonders. Increase it until it throttles and then lower it by .1 GHz.

also have you overclocked this cpu before it sounds like the cpu or motherboard is damaged

I'd instead suggest to lower the Vcore until the system isn't stable at full load, then set it back to a slightly higher value that ensures system stability. The lower the Vcore is, the lower the heat and power draw. The OP should check the Vcore voltage is at full load with CPU-Z and then decrease it a bit at a time; if it's stable at a lower value, then the CPU may possibly run fine at its stock frequency. It's time consuming, but it may be worth it.

It most likely is the motherboard that isn't good enough; it's designed to be used with the stock cooler that also cools the VRM.
