CPU fan error but fan is running

My computer keeps shutting itself down saying it has a CPU fan error. I can't get past the BIOS without it shutting down. The fan is running though. But I don't think it's running fast enough(BIOS says it's running at 170RPM). Should I replace the fan or is something else wrong?

Yes, it sounds (from your description) like the fan is defective and not spinning fast enough for the BIOS to register a satisfactory input from the fan's tach. And while 65C shouldn't shut down the PC, the fact that the BIOS "doesn't see a fan" causes it to shut down.

Check if the fan has a lot of end play. I had a new i5-3xxx processor with a bad stock fan once. There was so much end play in the bearings that the armature couldn't find magnetic center. Similar results as you. Pick up a replacement from Newegg or Amazon. If you want Intel to replace it, they will want you to return processor and all.
