Soooo. i cant play ANY games.

SPECS:
i5 4590 OC to 3.7gHz
8GB RAM
GTX 960 STRIX 2GB
Win8.1 64 bit

let me give you an idea of my problem...

Bioshock - Crashes on startup
Bioshock 2 - Crashes on startup
Bioshock Infinite - Crashes on startup
Borderlands 2 - Crashes on startup
CoD4 - Crashes on startup
COD:MW2 - Crashes on startup
COD:MW3 - Crashes on startup
COD:Black Ops - Crashes on startup
COD:Black Ops 2 - Crashes on startup
COD:Black Ops 3 - Crashes on startup
COD:WAW - Crashes on startup
CS:GO - Crashes on startup
Far Cry 3 - Crashes on startup
GTA 4 - Crashes on startup
GTA 4: EFLC - Crashes on startup
GTA 5 - Crashes on startup
Grid 2 - Crashes on startup
Grid Autosport - Crashes on startup
Metro: Last Light Redux - Crashes on startup
Metro: 2033 Redux - Crashes on startup
Tomb Raider 2013 - Crashes on startup

i only have 1 games that works and its BeamNG.Drive
 
Solution
Have you tried running a registry cleaning program? CCleaner?
Have you tried booting with no startup program enabled and running the games that crash under normal circumstances?
Have you tried restoring your system to an earlier state (the most recent one when you remember your games would run)?
What antivirus are you using? Have you tried running a scan with Malwarebytes Anti-Malware?

Are your GPU drivers up to date? If nearly every game you have crashes on startup, it might be a problem with the GPU drivers being corrupted. After removing them you should clean the registry with something like CCleaner and then install the latest ones available on the nVidia website.
Have you overclocked you GPU?
What is running int he background while you're trying to launch those games that crash on startup? Are there any game-specific applications?

Usually it something like "XXXXX Has Stopped Working" but more often it just goes white with the blue spiny wheel and it says not responding in take manager
just the game crashes but sometimes steam crashed as well.

Yes they have always worked, what changed i have no idea.

GPU drivers are up to date but i had a stuttering issus with some games so i rolled back to the 359.06 which has been doing me well since its release. GPU is not overclocked.

wow i forgot about system restore but i dont even think i have a restore point. i had the latest driver but it had stuttering on some games so i rolled back to the 359.06 which i never had a problem with.

It could, if you clean the registry before reinstalling them back. Reinstalling DirectX wouldn't hurt either.

FurMark worked fine, ran without any problems and 4K played fine...apart from my internet not liking it

how do i uninstall Dx? does Msoft have a C++ and Dx pack i can download afterwards

They should be in the Add/Remove Programs list. If not, then you may just have to run the installer for the latest version and let it update your files. Corrupt files should be replaced and so your DX installations should be repaired through these official installers.
DX11 can't be removed from Windows Se7en anyway because it's actually a core part of the system.
