PC Won't boot if there's a graphics card installed

Starting a few days ago my pc started locking up like the graphics card was going out, so I ordered a new one (figured it was time, the other card was old).
Onboard video works fine, but if the graphics card is installed it won't go past the windows splash screen with the swirling dots.

Anyway, I'm lost about this whole thing, neither graphics card works in the computer, PSU definitely has enough for it I figure (since it lasted 4 years with the same card no problem).
Specs are:
W10 64-bit
i5-3570k
GTX 970 / AMD 6950 2GB (AMD is the old card)
MB is ASUS PBZ77-V LK
Kingston 256GB SSD
4x4GB G.Skill Ripjaw
Can't remember PSU wattage, but I believe it's either 800w or 1000w
