15 seconds of power, kicks off, tries again. (Double-checked Sticky troubleshoot to no avail)

My motherboard won't stay powered. It boots up for 15 seconds then turns off and attempts again. I have no connection to my monitor both when the GPU is seated and when it isn't. I swapped out the ram to a different slot and it didn't fix the problem. I thought maybe I didn't have enough power but I removed the GPU and it still was unable to stay on. My system fan kicks on immediately (as does the gpu fans when seated) but the case fan doesn't kick on at all. I triple-checked that my front case wiring was correct. I tried powering on the board with it out of the case in the event it was shorting on the back of my case. I tried running power via CPU1 and CPU2 on my psu to no avail. The processor has thermal paste applied and it isn't covering anything or any excess anywhere.

I'm not sure what else to try but I'm really bummed this isn't working. I was looking forward to this new board and i can't seem to figure it out.

Thank you in advance for your help.

Sorry I hadn't followed up. I backtracked through the sticky to make sure I didn't miss anything and upon closer inspection of the cpu slot on the motherboard, several small clusters of pins were slightly offset. I planned on readjusting them with the combing/pick method BUT I realized there were about 5 pins that were missing entirely! Turns out the board was defective so I returned it. Sad day, but thank you all for the helpful advice!
