Is this 420w PSU ready for GTX 650 Ti 2 Gb?

In GTX 650 Ti requirements is needed minimum of 400w!

My opinion is that it has the rated wattage according to the label but it probably struggles to actually deliver that amount due to the fact that it is a cheap, unknown PSU, so I would suggest going and buying a new PSU for your system if you wish to use the GPU
