Formatted new Drive now windows isn't working

Hey so I got a new Drive because my ssd was full. Quick formatted the drive then stupidly tried to transfer the user files by just dragging them into the new Drive. After 2 days I started to run into issues and chrome wouldn't open giving me an error message like the pathway does not exist. Then I check to see that there is now a user folder in both drives. I am unable to delete or alter anything in the drives as Windows freezes. Not able to open any Windows programs because it freezes. Now I am trying to completely wipe the drives by reinstalling Windows 8 OS but when I go to repair by wiping the drives it starts and shows the windows logo then after a while reverts me back to the windows repair menu. Not sure what to do at this point and could use all the help on here. Please save my PC and thank you in advance!!

I tried to do a clean install but it said that a file could not be found so now I'm trying to wipe the drives and then install. If that doesn't work I'll try to reinstall and format

This is the error I just got when I tried to completely wipe everything. Please someone help! Thank you
 
i dont get it...wat OS are u trying to install???
if u r installing windows, then the setup dvd/flashdrive shd let u format d hdd/ssd...

ok...lets start again...
detach both d drives and reattach only the drive on which u wanna install windows...
restart ur system and get into BIOS...check whether the hdd/ssd is detected or not...
put ur boot priority to the setup media...then save and exit...it will take u to the screen where it says "press any key to boot from cd/dvd" or flashdrive...something like that...
then u press any key and it will load windows setup files...

let me know if u can reach upto tht...

Okay I will remove the new Drive and reinstall windows 8.1 on the old ssd. After that should I just replug the new hard drive back in and format it? If so how would I go about that?

Okay but what if the old drive still has the user folder? Will formatting it wipe the drive of it? It seems to me having 2 user folders on 2 diff drives is the problem
