Why is my 990fxa UD5 throttling my chip?

My 990fxa UD5 is throttling my 8320. My cpu temps are staying under 60 (this does depend on LLC settings, but not my cpu core voltage setting.) I have it so its not vdrooping hard, it goes from 1.488 to 1.5 when I hit it with load. I have had temp issues (large spikes or not being able to hold temp down) at lower voltages, seems to be something to do with having everything in sync. I have an old blower style fan on the vrms, which are not getting hot. I have cool and quiet disable as well as turbo and all the other normal things. I did have to disable HPC mode, other wise it was throttling 6 cores all the time and 2 were at the settings I set. All my voltages have a small bump, the NB settings are up a bit higher than everything else. most are .015. I just raised everything a bit earlier on as a band aid attempt to hold 4.8. 850w corsair psu, have a 650 I can add to split load up if I need to, but I know I shouldn't have too.

So cooling is adequate if you are not hitting 62c cores, just one question, do you maybe have all RAM slots filled ? Although your BLCK is on standard, RAM may need a bump in voltage too. As MC is in the processor it tends to interfere if both memory channels are used. That behavior started with Bulldozer and continued thru Vishera to this day. Some say that in that case no more than 1600 MHz RAM should be used although MC is 1866 capable.

dropped it 4.6 to grab some sleep for the night. ran small ffts on a whim cause I hadn't been most of the night, https://gyazo.com/5878d2d87572a3088debfb71f956c0d6. on the up side its not throttling. slayed my temps instantly. At 4.8 with some throttling it wasn't doing this to my temps. This thread of mine is semi related. http://www.tomshardware.co.uk/answers/id-3040411/franken-loop-betrays.html . My bios version is stock. I am not sure which revision of the mobo I have. I'll answer questions and add info\ experiment tomorrow. Rads remain cold to the touch.

You say you have a 990FXA motherboard but in the screenshot i see 890G? What board do you actually have?
It might be throttling due to the VRM on the board overheating.
The rad will take awhile to heat up, it won't instantly be warm like the CPU.

Agreed and confirmed, 890G board.

 
Than it must be v3.5 to work with FX processor. I have one of those but v2.1 sitting around with a Ph II x4 965Be processor that was running at 4.2 GHz and 1.505v. Very feature rich and built like a tank. Should be good for OC even with FX 8320 because PHII OC-ed to 4.2 was pushing good 140W on full load.

Yes and no. Its a custom loop with an h50 water block and 2 120mm rads. Cleaned up and has decent flow, 2 liter res. Everything but synthetic benches holds good temps. Specifically small ffts with prime95.

I have spent very little time with ram, I made sure it was running 1.5. Ill give it a bump to 1.55 or 1.6 for my next round. I have 2 ram sticks (here comes the bad) One is a decent corsair xms 3 8 gig stick, the other is a generic 4 gb stick. Thank you for the info and idea. I run 1333mhz.
