Extreme Framerate Freezes/Stuttering (BF4, GTA V, Arma)

OS: Windows 8.1 64-bit
GPU: NVIDIA Gigabyte GTX-970 4GB
CPU: Intel i7-4790k @4.0GHz
PSU: PowerCase 850W
RAM: 1x8GB Samsung PC3-12800 (800MHz) DDR3
Motherboard: MSI Z97M Gaming 3
Hardrive: Western Digital WD Blue 1TB @7200RPM

The problem:
In certain games, mainly Battlefield 4, Battlefield 3 (to a lesser extent), GTA V, and Arma 3, I get some really infuriating frame drops/freezes. My friends say that it may be my RAM, though task manager says my ram is sitting at a level 80-90% when playing BF4.

I read some other thread on THW that said something about turning on V-sync. I tried it in BF4, and it helped. I turned up my graphics to max, and never dropped below 60 (according to both Shadowplay and perfoverlay.drawfps (console command)). The next round a new map was loaded. After this time my game was freezing worse than in the video above. I couldn't even move around without stuttering.

In GTA V, this happens to a giant extent, mainly at night/in the main city/during rain. GPU usage spikes the same as is does in Battlefield. In Arma 3 I get some spikes too.

In War Thunder I have absolutely no problems at all running it. Zero. Not even any micro-stuttering. It is smooth as hell. 80+ FPS constantly on the ground, 130+ in the air maxed out in 1920x1080. Sometimes I freeze for a second after alt-tabbing, but that's it.

I used to have a 780ti and I had none of these problems. I completely uninstalled the 780s drivers with DDU, and have the latest 970 drivers installed. Any help is greatly appreciated.

The BF4 video did showed a massive frame drop and poped an error sound in the background seems like you where running out of memory since you said RAM usage is 80-90% when playing BF4 supports what I think. You can try upgrading the RAM to 16GB (duel channel configuration) will most likely solve your issue.
