Need suggestions to build a gaming PC under Rs 70,000 . I don't need a HDD or SSD, but I require a monitor also.

Without hdd, you cannot save data, anyway ssd is optional. So here is the config:
i5 4690 (non k/locked version) @16K Retail price
MSI H81M @ 3.5k Flipkart
1x 8gb ddr3 ram @ 3k retail price
Gtx 960 @ 18.5k retail price
550w psu @ 3.5k retail price
Cooler master hyper 212 evo @ 3k retail price
Deep tessarect case @ 2.5k amazon
LG FHD 144hz gaming monitor @ 18.5 k retail priceless
WD blue 500gb hdd @ 2.5k retail price

Final price around 70k....
Play gta 5 at 60fps on 1080p and ultra
