PC wont turn on, case led on & cpu fan spins for a sec

Hi all,

So, few days ago I turned my pc off as i normally would. In the morning it was dead, only get a second of case led flash and thats about it. So i started taking it apart bit by bit to see if theres anything faulty, until i got to the point where only the cpu & mobo were hooked onto the psu, everything else taken out and got same results. I thought its going to be psu, so i got a new one but i got the same thing.. Im at the point where i replaced the mobo with a brand new one and i still get the same issue. No boot no power up, cpu fan spins for a second and the case led comes on for a blink..

Specs: gigabyte z97-p3 which i replaced now with an asus z97-p

Intel i7 4790k

8gb ddr3 dual channel

Msi gtx 970 oc

1x 120gb ssd

1x 1tb hdd

Corsair cx600m which i replaced with a vs650 to see if the psu is faulty.

Ps. I tried the battery trick as well, didnt help. Any advice would be appreciated.

Update on this: i went through all the checks, tried mobo in and out of case. I get the same result, a second of cpu fan spin and case led. Does the same if i unplug the cpu. Could it be that the faulty component is the cpu? I know its rare to happen, as mobo or psu failure is way more common.

Thanks. I tried reinstalling the cpu a few times, clean with fresh thermal paste but it doesn't seem to work. Seems like its a dead cpu - although i couldnt see any visible damage or discoloration.
