Hi,
Im building a new pc for college and for work (semi-proffesional), when i asked same question last time they gave me good sugesstions but sadly most of parts they recommended me i cant buy in my countrie , Serbia.
Thing got even worse when authoritys promised that they will help and support the development of information technologies in Serbia , and did so by rasing value added tax by 10% for all pc hardwere, i shit you not.
So i ask you to make build based on this parts, budget is 3000 U.S dollars max, so please don't go above 3000.

Mobo: Go with the cheapest z170 I suppose. They are all good unless you want sli
Cpu: i7 6700k
Ram: I don't see any ddr4 16gb kits so go with 8gb, get 2 kits or more and hope it works
Storage: 256gb ssd, the samsung evo is great. Then get a 7200rpm 3.5" hdd with as much storage as you need. 1tb? You could get a bigger ssd if you want.
Cooler: 120mm, probably go with a 212 evo.
Optical drive: If you really need it, it doesn't matter
Video card: Any 980 is good
Psu: Cooler master v850 is good but you don't need that much power unless you sli or...

all this comes to $2880 , BUT WAIT

I am going to replaace the gtx980ti with gtx 1080
and may be a 2 way sli for better 4K

and it eill round up t $3500
but if you don;t need 4k then you can go with 1 gtx 1080 it still performs better than gtx titan x as per the paper work by Nvidia .

Well the big issue is they don't ship internationally so not helpful for him. Even if you don't want to build, you'll save hundreds of dollars ordering the parts and then bring them to a local pc store, they usually build for $20-50 or so. You also get up and running faster. It'll be at least 2 weeks before you get it. I usually get parts in 3 days. But building is easy and there are many teens on here.

In that case just buy the products mentioned in the previous message , it will round up to 2500 us dollars

I am pretty sure a z170 motherboard, i7 any processor with minimum 3 GHz , any 2 GB gtx graphic card , and min of 16 GB 2400 ram , normal CPU cooler , a power supply with 450-500 w ,
Costing less than 650-800 dollars will do the job
But the above suggestions are given thinking about future proofing ,
Upcoming tech minimum 2 GB of gtx 970 to run vr
And unreal engine is coming with vr game development
So it would be very costly if the investment made now is going waste
