The CPU is a major bottleneck on that system. my sister has an A10 as well and she can't even get full performance out of my old GTX 660 that I gave her so yeah you definitely need to go up to a better CPU. if you can't afford it then I would say take back the GPU, get an intel core i5 or higher or an equivalent AMD cpu and then get a 970 which can be sli later, or save up for the 980 which is what I would recommend. It should be noted that the AMD APU series is meant to have enhanced graphics in the chip and because of that extra real estate used on the die, it bottlenecks any GPUs.

No the 4790k shouldn't bottleneck. It doesn't even bottleneck my Titan X. and it didn't bottleneck when I had 3 970s.

I think that's a good plan, I would go to the 970 though even though it is a bit of a stretch just because it is a really good card, or wait like two months for the 1070. I don't know what the price is going to be but you get more RAM out of it. honestly if you can be patient till they at least announce a selling price which they might have already, i'm not sure, I would wait to see if you can afford the next generation. i don't think you would be disappointed, pascal looks very promising.
