Component Problems in Startup - Symptoms Listed

Symptoms:
1. PC Attempts Startup Multiple Times (No Display on Monitor) - There are Only HDD Startup Sounds Until Stop and Starting Again Attempting to Start
2. During Usage, Sometimes Green Horizontal Lines Appear While All Functions Freeze Until Restart (Where Previous Symptoms Occur)

Test (and Passed) Components:
a) RAM (MemTest was Clear)
b) HDD (CrystalDisk Had No Warnings)
c) Monitor (Replaced Monitor, Same Symptoms)
d) No Graphics Card Except Integrated

Hypothesis: I believe that one, of two, component is the cause of this dangerous starting and, if startup is eventually successful, sudden freezing with green horizontal lines: a) the CPU, or b) the PSU.
From my experience with these components I would believe that the PSU is at fault, as the system I'm speaking of is a Dell computer (and we all know how shoddy some of those PSUs come), and the problems I speak of are not normally related to the CPU (a G3220 @ 3.0 GHz).

Tell me what you guys think!
 


I haven't, but the PSU wasn't ever upgraded from whatever Dell originally put in it :) So, after 3 years of steady use it could have just given way!

Hello guys,

I have exactly the same problem. The systems tries to start up three times, gives a "ping" and that's it. No display (no signal detected), no BIOS screen, nothing. I already changed the CR2035 but no change. It worked perfect, no hardware changes no new memory added. What could be the problem? You are the specialists, tell me :)
