What is the best/safest method of cleaning off thermal paste and reapplying it?

Just wondering as im about to attempt this and i don't think i did a very good job of it last time

You don't need any cleaners in most cases. Use a lint free micro fiber cloth and wipe it off till it's gone. You can use isopropyl alcohol if it's crusty and hard to remove.

If you don't have a microfiber cloth coffee filters are lint free and work pretty well too.

i would say coffee filters with 99% isopropyl alcohol, or a thermal paste remover.

I used eucalyptus oil to remove the very hard crusted paste on the heat sinks on both my computers. Then alcohol. Finally, a clean dry cloth.
