GTX 970 or windows 10 issue, FPS Drop!

Not sure if it is windows 10 or my card GTX970, but all games have recently started stuttering during cut scenes and low fps during play. Games include but not limited to Total War: Atilla, Tropico 5. I have never had any issue in the past playing games. The specs I am about to list have never changed from the time the games worked fine to now when they stutter. All Drivers are up to date, Nvidia Driver 364.72, this update is new. Could 364.72 be causing the low fps? Windows 10 is on auto update as well, so not if maybe something there is affecting the games. Please help with any solutions.

Processor: Intel i7-4790 CPU @ 3.60GHz
RAM: 18 GB
Graphics Card: GeForce GTX970

if you can down grade i got windows 10 and nodiced a few games were not running as well and because of that (and i hated it) i downgraded back to windows 7

I don't know I would have to open up the PC to find out, but again I had no issues with any of these games until a couple weeks back, and I have made no changes to any component of my PC. If you still think the psu is causing it I will open up my PC and find out.

if you use a gpu monitor or some program like that do you get voltage warnings or something

No, no voltage warnings. I tried playing a heavy graphic oriented game like XCOM 2 and Starcraft 2 and both of those run ok. I think windows 10 may have done an update that certain games from 2014 just do not like..... Oh well what can you do.
