Windows 7 not recognising when audio devices are plugged in

Windows claims there are no audio devices plugged in, all drivers are installed and device manager says all devices are working properly

I am trying to use the Arcam rPac as you can see it is selected as the default playback device although sound from e.g. winamp will not come through it

although when i select play preview from this screen i hear it

also if i press play test tone from here i also hear it

but windows says it failed

try running the playing audio troubleshooter, if it asks for a restart do it and then re run it again. Also try the hardware and devices troubleshooter as well.

Also, what version Realtek drivers are you using? latest version is 6.0.1.7746

And have you looked in the Realtek HD Audio Manager?

Thanks Colif for your response, I should have stated that I have ran the playing audio troubleshooter which reports that it can't identify the problem.
So i checked the detailed information and got this:-

so checked services and it shows the appropriate services running

i'm starting to think this might be a problem with the troubleshooter and not actually the audio service...!!
