AMD Radeon GPU heating up

I have a Sapphire HD7950 (925mhz, 3gb), I bought it in March 2013. For little over 2years its temperature would mostly be 3-4 degrees C above room temperature whether winter or summer.

But now, in its 3rd year (2016) its always stays 6-7C hotter than ambient temperature. In the 2yrs span I used the default CoolerMaster grey thermal paste, some white coolermaster paste, and arctic silver 5. The coolermaster pastes were always ok. But the Arctic silver was very unreliable or just did not feel justified, cuz it would not cool any better, but do worse by couple degrees.

I have just those 3 pastes I mentioned. I tried Arctic silver 5 and the Coolermaster white paste, still my temps are 6-7C hotter than ambient temperature.

The temperatures Im talking about are at idle and full load. I never crossed 60C in my life, but now it goes upto 67-68C, which is very unusual given past performance under same/ similar load and ambient temperatures.

What could be causing this heat? The VRAM not being cooled well? or what?

I do it every 3 months. And believe me, it looks dusty from the outside, but when you take off the cooler there is hardly dust worth cleaning. It only looks dusty, but I still clean it.
