Need Help with WoW fps drop issue!

Hello! Im new to the forums but a long time reader.

I have recently completed my second "Second hand" computer which i have built from second hand components.

When i play wow i get a steady 60 fps with Vsync on which is okay for me as long as it stays steady but sometimes it keeps dropping to 45/50ish in cities and some places that have a few players in. (not more than 15) and im wondering if there is something wrong with my Cpu, since i tried going to a place which is graphically challenging and changing my graphic settings to ultra, but i get steady 60 fps, but when im in a city it drops to around 45 with not much players around.

When im getting these fps drops the fps drops down steadily few frames at a time and doesnt go "crashing down" and when i checked my Gpu and Cpu usage i see that the Gpu usage is around 50% and Cpu usage is around 60-70%.

My specs

Asus Geforce Gtx 560 ti
Amd Athlon II x3 440 3.0Ghz
4gb ram at 1600mhz
not sure about my hard disk

Cities tend to cause a FPS drop, in WoW. That is not really unusual. Also, that CPU is quite old, and you don't have much ram. The GPU is capable of getting decent FPS, but not on ultra, in a city. I have a GTX 560ti, that I use as a backup. With that GPU usage, I would say the CPU is bottlenecking the GPU. WoW is not an AMD friendly title.
