So I have been trying to set up a minecraft server for the past few months with no avail. I know the process of port forwarding and have done it in the past on a different router, but when I go to check to see if the port is open with Canyouseeme.org or Portchecktool.com they are saying that the port is timing out. I have tried basically all of the common ports and both websites say the ports are timing out. I have completely turned off my firewall to see if that was the problem but it didn't help. Any thoughts or ideas?

try turning off windows firewall. (google it)
If it works then add the ports in windows firewall.
If it works then add the ports in windows firewall.
