Looking to Upgrade MB and CPU. What should I go with?

Hey guys!
So I built my first computer a while back. I was an excited novice at the time, and I did not understand the concept of, "Bottlenecking." So, of course, I went for an R9 290 and an Athlon X4 860K. Obviously, my 290 is running at like, half potential, even with my 860K overclocked to 4 Ghz. My birthday is rolling around in a couple months, and I decided that I'm going to try to upgrade my CPU so I can get better performance out of my 290. What do you guys recommend? I'd like to spend as little money as possible while still getting a decent upgrade, so please also include recommendations for M/B (and possibly RAM , if the M/B requires it.) I'd like to stick with my PSU so I don't have to buy a new one and re-cable manage everything as well. Finally, what can I expect to get for my current MB and CPU on the secondary market, or should I bother trying to resell at all? Here's my build:

Thanks for such a quick reply! This sounds really nitpicky, but my build is red....... any other motherboards you know off the top of your head that don't have the blue elements? If not, it's ok: I can find one. Thank you so much for the CPU recommendation!
