No POST, no beep, no display but power and fans on

Hello,

I'm having an issue where I power on my computer and the fans and lights all come up but I don't get a beep, I get nothing on my display, and my keyboard and mouse don't light up. It's a new build so I've tried with and without my GPU installed. I've also tried with my mobo's "SLOW_1" switch enabled and disabled. I'm running an MSI Z170A Gaming M5 and it's showing a "00" code on the mobo. I've not found anything in Google that works so far. Any ideas?

If starting the board with only CPU and CPU cooler installed, does the CPU fan spin and still 00? If yes and same thing with two boards, then it might be a CPU issue.

if the oo code stays on the mb it shorted or the cpu not locked in. to make sure pull one ram stick put in in a0 slot on the mb and pull the gpu. make sure the evo cooler not on to tight and is crushing the cpu. the new skylake cpu csan crush easiers then haswell cpu. make sure the mb sitting on all of the standoffs.

The 8 pin power cable is connected properly. The mobo is sitting on all the standoffs properly and I've reinstalled the CPU cooler twice. I've also tried a new motherboard (ASUS Z170A) and I'm getting the same result. If it isn't the mb what else could it be? The CPU maybe?
