I have a samsung galaxy s7 and 20 hbs data per month moving where no landline can i buy a smart tv and use data from phone to get internet comnection

Sure, setup a hotspot on the phone, connect the TV to that connection. Keep in mind that if you will be streaming video on that connection, it will go through 20gb of data in about 5 HD movies.
