Can my Pc run Battlefield 4?

My specs are soon to be:
Intel Core 2 Quad Q6600 @2.40Ghz
Nvidia GT 440 1GB DDR5
4GB RAM

Would these humble specs get me stable, playable FPS on lowest settings?

Yes, that meets the minimum system requirements and you will manage playable frame rates in lowest settings. But expect some stuttering while there is too much action is onscreen, but that wont make the game unplayable. Also, if you are using a 32-bit OS, the sliders can't be raised above lowest settings anyways and you'll be good.

Source-Tested and got playable frame rates on a AMD Dual Core 7750 CPU coupled with a GT 630.

What if I OC'd the CPU to about 2.8Ghz would that increase the FPS stability substantially or is not worth the risk if the gain not that significant?

Nope .....not worth the risk.
Conroe is kind of obsolete now and in the process of OC'ing if something happens, getting a replacement would be tough (DDR 2 Ram, CPU/ Mobo).
And anyways, BF4 is GPU intensive game so risking the CPU won't get much FPS increase.

@seriousasmilk17 Quick question: What do you consider "playable framerates"? Did the game run above 30fps with some slight drops to 20ish FPS or were there some serious drops to like single digit frames?

12 fps is playable, not good, but playable. At 12 fps you can still perceive motion, if you try, but your inputs will feel lagged.

For most people, a shooter 20 fps needs to make it feel "okay", 30 is needed to play as intended, and 60 fps feels very smooth.

So, in a perfect world, your goal should be to get the minimum frame rate to 30 and the average frame rate just above 60.

Improving the frame rate over 60 doesn't improve the visuals so much as reduce the latency between your mouse input and the screen.
