Games stuttering even though I'm on 200+ FPS.

Before I start, specs-

R9 270x
i5-6500
MSI Z170A PC MATE Motherboards
Corsair Vengeance LPX 8 GB RAM
Corsair 500X PSU

I play games, get about 200FPS. This is on games that aren't graphically intensive like LoL and CSGO. When I play, the game has mini-stutters every few seconds, almost as if it is missing frames. It still says my FPS is high. Is there any explanation for this?

Also, it seems to be amplified when I have a Twitch stream open in Chrome on my other monitor. This may sound senseless but believe me, I have run a lot of tests to identify the issue. No other sites cause the issue. It feels like I'm on say 40 - 50 FPS, but it says over 200. Twitch just amplifies it and there are far more stutters.

Why dont u limot your fps to 144 fps in driver. I think that you are pushing your card to the limit even do in cs if you uncap your fps. Even do Amd i currently having some sortof driver bugs with new release of crimson stuff.

Nah, nothing is maxed. I have memory leaks because Windows 10 is phenomenal but they are far from the max.
