Pink Lines and dots when on white background and green when on black

Like i said in the description It has Pink Lines and dots after the restart but before the restart i had this infamous blue screen of death and now after the restart my laptop screen even external monitors have this pink vertical lines and dots and can only run on resolution 640x480 and only 16 colors not 16bit
so can anyone help me with this? I mean what sould i do ?

It's about 80% certain you have a failed video card. Since swapping that out means a new motherboard in a laptop (although you did not give any hardware details which is an issue, just happened to read where you mentioned that later), first thing is try different RAM or test with one RAM stick at a time if you have two sticks. Thanks for replying.
First my display driver stop responding and can't recover then i got the blue screen error then after it restarted i have these vertical pink lines on white back ground and green on black and later these dots appeared and i tried plugging an external monitor but the external monitor display exactly whats on my internal monitor

Sounds to me like something went out, like was suggested above. Try running Memtest86+ to see if it's memory, Prime95 is also good for testing CPU and memory. The best test for graphics is to switch the card for another known good one. If you have an onboard GPU, such as an APU, try switching to that.

you see i'm not good with laptops and i can't open my laptop i'm inexperienced on opening laptops so here is the problem i can't change my screen resolution and is stucked at 640x480 and can only use 16 colors have pink/green vertical lines and dots so do you think its on my video card i'm only here to confirm if the problem is on my video card or my lcd i am 100% sure there is nothing other wrong in my laptop

Ah, I didn't see it mentioned that it was a laptop. Sorry if I just missed that part.
One surefire way to test the graphics then is to set up a Ubuntu Live USB. If you still get the issues and Memtest86 and Prime95 run OK, then you likely have a bad GPU. If it's integrated, then you're just going to have to get a new motherboard or a new computer.

even on normal boot i only have 640x480 res and only 16 color not 16 bit the other week i have this blue screen and after i fixed it everything is fine i can change res even in safe mode but now i can't even click it
 
How can you not access the res menu? Use the Windows Key to get the Start Menu or Right Click on the Desktop. If you are booting in safe mode, you need to start booting into Normal Start-Up. Hold F8 after POST before Windows Loads and select Normal Start-Up

Also open the case and clean out any dust/dirt/etc... to make sure system is not overheating.

Try a new Windows setup after backing up your files and settings, you can then do a factory reset on the laptop, it should have that option to select when you boot up the laptop. If it does the same thing on a clean Windows setup with drivers installed, it's a bad video card, need to get a new motherboard or replace the laptop.
