I'm afraid we'll need a bit more detail than that. What exactly are you trying to accomplish? What is your current setup, and what do you want to do with it that it cannot do now? By DDR3, do you mean the graphics card or your system RAM? If you mean the graphics card, there's no DDR3 card that will even come close to using PCIe 3.0.
I'm assuming that "Rs.5,000" means 5,000 Indian Rupees, or around 75 US Dollars or 65 Euros at current exchange rate. Your options are fairly limited at that price range, as I'm sure you know already.
