Yes i did i tried turning everything to low on CS GO and it sometimes crushes when i find another game and dota 2 gives me about 20-40 fps :| (all low too)
 
it's possible, I recommend downloading rivatuner and hwinfo. There are some guides online but essentially it will let you monitor whats going on with your CPU/GPU and if you don't have a second monitor to view it while in game you can actually have it overlaid on your screen.

What you want to check is your CPU/GPU temp, core clock, and usage while your playing. Check to see if you are maxing anything out and if so check to make sure your core clock is not being throttled at that time, also make sure temps are within acceptable ranges.

Also i think i might just upgrade my CPU to an i3-6100 skylake. I think thats the safest bet lol (sorry noob)

Not a bad idea but I would personally try to pinpoint the cause before you start replacing things hoping it fixes the problem.

CPU, MOBO, DDR 4 RAM, possible new OS as well. Are you sure you wouldn't prefer to do as suggested above?
