AMD R9 380 not detecting in device manager and drivers fail to install

As stated in the title. Card is detected in the bios, I've reinstalled windows, still not working. Tried putting it in a new PCI slot, still not working. I don't have another system to put it in, is the card broken?

Intel 3330
Asrock Z77 pro 3
AMD R9 380
Kingston 128 gigabyte ssd
Seagate 1tb hd

Yeah. I've tried both dvi ports, the hdmi port, and the vga port, and it's still not detecting. Should I just warranty the card?
