corsair h60 not cooling NEED HELP

My corsair h60 is not cooling my cpu at all! I am running 70-80c idle. i have put new thermal paste on, cleaned out my pc, put more fans and outside my pc, and tried plugging the pump into different outputs. I have my pc on balance power mode. Also i cannot get my cpu off the max frequency for the life of me. its stuck on 4ghz and im sure that might be heating it up also.

Solution
Liquid cooling has fans too, you just have a little more freedom with location. I'm a KISS type of guy, so I'd stick with conventional heatsinks unless the application requires liquid cooling for some reason.

Are you certain that your pump is plugged in, that it is working, that your liquid loop is full and free of bubbles, that there are no kinks or other restrictions anywhere, etc.?

Liquid cooling may sound nice but an entry-level unit like the h60 performs merely on par with solid entry-level heatsinks like the 212+/EVO without any of those potential issues.

im certain that my pump is plugged and do you recommend i switch to a fan cooler instead of this one?
