Port forwarding won't work, been trying to fix it for over a year now

Over a year ago, I had a couple ports open for game servers. Then, suddenly, for seemingly no reason, they all stopped working.
All tests said they couldn't be reached, and countless hours of research, forum threads and chatroom discussions later, and even after replacing my old router, I still can't forward ports and I still have absolutely no idea what to do.

I can 100% confirm the issue resides outside of my computer. All of my security software is allowing traffic through the ports, and nothing making logs about blocking any traffic. As well, they're even listed as being closed on other devices in my home.
My IP is static, and let me repeat for emphasis, because nobody ever believes me; Absolutely no firewalls, antiviruses or other security programs are blocking traffic through the ports I'm trying to open. The ports are not allowing incoming traffic at all no matter what device I test it on.

Incoming traffic on these ports are all being lost or blocked before making it back to any devices.

My current router is an Arris SBG6782-AC with service being supplied by Time Warner. At the moment, I'm only persisting at opening port 25565 for Minecraft, but I've tried multiple other ports all to no avail. (Steam is also shown in the picture, it's just there for testing purposes)

I'll appreciate any help at all. Like I said, it's been over a year, and I miss playing games privately with my friends. Sorry if I seem a bit short-tempered. I've literally never been more frustrated about anything in my life.

Your modem supports a DMZ Host. For testing I would advise you to make your PC a DMZ Host. Then you can tell a little better where the problem is. Only do this for testing though, as your PC is unprotected by the firewall in this configuration. If you still can't get to the PC in DMZ Host mode then either your PC is the problem, or your ISP is blocking. Also, make sure your external IP address for the internet does not start with a 192. or 10. or even 172.
