Radeon 99% while Gaming, please help

Out of nowhere mt Radeon 6950 runs at 99% activity while gaming, and sometimes in will drop down to about 70% (and it makes the game skip) then go's back up.. I searched the web and am having trouble figuring this out, any help would be greatly appriciated

99% of activity is normal, the drop to 70% however is not, it could be that your GPU is overheating and it throttles itself down until temp reaches an acceptable level. It could also be that your CPU is choking your GPU in a very intensive situation for the CPU. Or your PSU is being unable to deliver enough power to the GPU in very intensive situations...

Lots of possibilities as you can see, we need more info to be able to find which one is the problem. Start by posting your full pc specs, on which games at which video settings you're having the issue, and if possible logs of your CPU/GPU temps, loads and power usage (HWMonitor Pro is great for this kind of info).

i Have an I7 3.4 Ghz, 8 gig RAM, with a 650 watt PSU its a Radeon 2 gig DDR5 6950, it worked fine before, then I started noticing that war thunder had high frame rates but the ground was slightly "stuttering" or "chopping" along, then I started noticing it in other games as well

temps are 65-70
