Where should I place the fan in my case? On the front for intake or back for exhaust?
Whats more important?
Here is the inside of my case:http://imgur.com/gQmJufX

Here is the fan I am getting:http://www.newegg.com/Product/Product.aspx?Item=N82E16835209050

(More information, I am getting a 430 watt PSU that will be flipped upside down blowing air down from the top of the case. I am also getting an EVGA GTX 750 ti GPU which will be a single fan unit inside of the card slot right under the PSU.)

On the PSU...the fan that you're thinking of "blowing air down" actually blows in the other direction. It sucks air in, and blows out the back.
So, from that pic...if you can see the fan on the inside of the case, that is sucking air...

To make you PC cool and make it to run smoothly, just place the fan in the back side of case, it exhaust all the heat from inside the case and keep it cool to work continously.

The fan would be in the back blowing out cpu hot air outside the case.
The PSU in put at the top of the case must be sucking air out (the airflow must me from botton to top) and exausting air out of the case, never blowing air down from the top, because that is agains the natural direction ot the hot air airflow.

And the Gpu, right under the PSU?, dont you mean under the CPU?

In your situation with only 1 more fan?
Intake in the front.
PSU fan in the back, blowing out.
