What's Bottlenecking My PC?

Hi guys,

So I recently upgraded to a GTX 960 and here are my current specs:

GTX 960 4GB ASUS Strix 4GB edition
8GB DDR3 RAM
AMD APU 6800K @ 4.1 GHZ
Antec 550W PSU

So When i play Far Cry 4, the FPS drops to around 35-40 in the cities. Now the thing is GPU and CPU usage also drops at the same time, indicating that something is bottlenecking. I thought it was the CPU but CPU was being used at 50-60% and GPU around the same. RAM is being used at 3.5-4GB.
I run this at 1440x900 resolution ultra/very high @55-60 ish FPS otherwise and the FPS improve a little when i lower the settings. THE GPU usage is at a full 90-99% when im outside playing at 60FPS.

I also have a 10 year old hard drive which I may think is the culprit. Its a Hitachi 7200 RPM HDD and the hard drive works perfectly fine, giving USB 2.0 transfers of 24-32 MBPS.

I'm also able to run Witcher 3 @ultra 45-55 fps and High 55-60 fps.

What do you guys think is the problem? Is it just poor optimization of game or my hardware?
Fully updated FC4, Windows and Nvidia drivers BTW.
 
Solution
Drop the resolution and see if your framerate goes up. If it does you are probably looking at GPU bottleneck. If framerate stays the same you are probably looking at CPU bottleneck. This test works most of the time.

Highly likely to be your CPU, but I would get ride of the 10 year old HDD first, as old hardware can often cause weird issues.

Can you monitor your individual core usage (and temps), as if one core is getting maxed then it will also hold back performance.

Sorry for the late reply. So I checked, and all 4 cores seem to be running at 60-70%. Doesnt seem like a CPU bottleneck I'm guessing.

Well, I have just one PCI-e slot. And other games seem to be working fine. I get 40-80 FPS in BLOPS 3 @ ultra with 2x Filmic SMAA with an avg of 50 FPS. Although when my framerate dops, The GPU usage remains the same and CPU is again at 70-80%.
