I want to upgrade to Win 8.1 pro as I have had many issues since the March 2016 patches which when installed lost much of my registry which fortunately was backed up. Bought PC new with Win 8.0 OEM and updated to 8.1 update Sept. 2014 from MS/Windows store. What are my options to do this(legally). Also to do a clean install can I create a new partition on the same drive(1 TB WD HDD) to keep the older OS for backup? Thanks!

Just open the Windows Store app and go to upgrade. You will be able to purchase the pro upgrade pack that way without needing to reformat. Note that Microsoft may have stopped selling this already.
