Have you tried going back to an older driver? A lot of people seem to be complaining about FPS drops after Nvidia's latest driver release. Make sure to do a clean install, use DDU.

ill do that but my pc is always in an air-conditioned room soo it's always cold.

is it possible that if the hdd is damaged or anything, it can affect that fps problem?

Frame rates are rarely constant/flat, you should get some level of fluctuation depending on the scene being rendered. If the scene is static i.e nothing's changing and you're still getting big fluctuations then there's something going on. Might be worth monitoring what else is running on the PC at the same time you're gaming. There might be something else hogging the CPU or HDD. It wouldn't take much to slow a game down if something else is making use of either of these - specially the HDD.

you're right. i'll look into that, thanks.

btw sometimes it's not fluctuating, (happens rarely) like i can play any game 100 - 144 fps no problem. but usually it fluctuates from 40 - 144. if i cap it on 60 then it fluctuates from 35 - 50. But ill follow what you've said, ill monitor it first.
