Noticed this when on my PC and the noise is coming from was seems like this plastic piece. I took it off, but is there any issues with this off? Please let me know I know it is for airflow but it makes the noise
It is for cooling.
It directs the airflow from the fan to the rear of the case.
From there it flows over every part of the power supply on its way out.
Without it components at the rear( wiring side to motherboard.) will run hotter and overheat, causing crashes and power supply failure.
The CX series already goes out of ATX spec when hot. Removing the air deflector will make it run even hatter and go out of spec more. http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html

The plastic part would not be there if it was not important. You should put it back the way it was. A better solution would be to replace the CX since it is not a very good quality unit.
