Pc wont boot after reinstalling the CMOS battery

My computer had some problems running some stuff and i saw my computer was operating at 133mhz instead of the default value of 266.I used the reset to safe-default option and instead i got a beep-beep sound.I removed and reinstalled the CMOS battery but now the computer wont start.It makes a short beeping sound but the screen doesnt respond at all

Hi there,

Could you please let us know the specs your PC? meantime did you try these?

1) unplugged all devices and take of the power to the board and hit the power button again? just to discharge the caps.
2) Then CMOS clearing?
3) start with just only one ram?
4)Firmware updates
5) Check the board with another PSU?
6) IF is there a onbord graphics? try with it with out graphic card?
7) if there is CPU temp indicator, check the temp? if its abnormal or not?

Set date and time, load default bios settings.

nothing responds, like even the screen wont budge anymore. It was making the beeping sound now it doesn't do anything except a sound like the fan is repeatedly trying to start spinning and then it stops and it goes all over again
