GTX760 SC High Idle Clock Speed

My 760SC is running at 810 MHz when idling, Im running dual monitors, my main is an ASUS VG248QE 144 Hz. This is the new norm for my pc now, my card never ran that high idle and the monitor flickers- it goes black every few seconds, and well, flickers on and off at times. The temp is that high, only 32C, its a EVGA GTX760 SCC with an after market water cooler (NZXT Mount) and running a Display Port for the 144Hz and the other monitor is on VGA, not used for anything other than Skype really.. The memory clock is at 3005 MHz idle as well.

The card with the cooler is bending a little bit, but this hasn't caused any issues in the almost one years its been on.

The monitor is not on power saving mode and restarting the PC does not do anything.

I've uninstalled and reinstalled the newest and latest drivers from NVIDIA.

I'm running a i5-4750, no issues with the CPU and Windows 10.

Try this,
First of all you need to TOTALLY remove all the old drivers. Use this link.
http://www.wagnardmobile.com/DDU/
Note:
Select the respective company(i.e Nvidia or ATI) drivers to be uninstalled.
Use clean and restart option.
And then install the new drivers after rebooting.
