No, PCI and PCI-E are two entirely different types of slots, they are not interchangeable. PCI is a very old standard that is more or less deprecated these days, though some boards may still include a PCI slot if you have a legacy expansion card you want to use. PCI is very slow as well, so it's not a good interface if you're looking to connect a graphics card.
