Oddly low frame rates for gaming rig?

I have an issue in which my computer seems to run games slower than others with the same setup as mine. My setup is a fx 6300 with corsair h100i liquid cooling, a GTX 970, 16gb DDR3 (which has been replaced once as the first set was malfunctioning), and a 750 watt pcu. Everything is running at stock speeds, no overclocks.
In GTA 5 my framrate can drop down to 30fps when flying but others with the exact same setup can get around 70fps on the same graphics settings. This is true of other games as well. Minecraft can drop as low as 30 fps as well when looking into the distance. Any ideas?

Returning it would be an excellent idea, even if its not the problem here you are much better off with a better quality PSU, and it will eliminate it as a possible cause to the issue.

The Seasonic S12II 520, XFX TS 550, EVGA 550G2 or 550GS are all excellent choices and more than enough power for your setup.

Minecraft is a bad example. Minecraft is CPU bottlenecked, in your case. It only runs on one CPU thread, and any block updates are first controlled by the CPU, then written to the Hard Drive. Since it's always searching for block updates, that causes lag when it finds one. Be it Lighting, Spawning, Water, Lava, explosions, or a Combination of All. When people build redstone engines in Minecraft, that's a continued, forced block update, so that adds lag on the CPU, without changing what's written on the Hard Drive (because the machine already exists). All together, you can't bench your Minecraft experience with anyone, because we don't know what's in your vision, or how far your block setting goes. Putting in a 970 will only help you in Minecraft if you had a really weak gpu before, but the 970 does it's job in that game easily, and leaves your CPU to do all the work it didn't have to before. So if you changed your Draw Distance setting when you got the card, you're probably crushing your CPU with the chunk loads and updates.

I did kind of understand that Minecraft was a cpu heavy game, which is why I also added GTA 5 as an example. Which, if I am not mistaken, is a more gpu based game. Any ideas on that?

Another thing that is should probably add, I recently bench marked my gpu on Valley Benchmark, and my gpu started buzzing. No it is not the fan, I tested that. The sound seems to come from the middle of the card.

OK a few things
1. Good you're not overclocking, don't overclock on that board, its a 4+1 power phase which is known to have issues with 125w processors and overclocking.
2. That noise is coil whine its from the VRM chokes for power on the GPU. It is sometimes caused by a crappy Power Supply. What is the brand and model of your PSU?
3. You should download MSI Afterburner it has performance tracking with Rivatuner. Run the game and look for your CPU Usage, clock speed, and temp, also came for the GPU under points where the game slows down. Put up a screenshot of what you see when this happens

A low whine goes on throughout the benchmark, then when it goes to the credits screen, It starts a high pitched whine. This is when I first noticed the problem. The MSI Afterburner stats are in the video. Will do the same on GTA 5 when I get the chance, hope this is good enough for now.
