No particular reason. Don't really need it if it doesn't offer anything that would be useful for gaming/graphic art stuff.
 
I really recommend going with Windows 10 as you'll be able to afford a small SSD within the budget and have access to DX12 that way (Win7, even the Home edition, is more expensive). While older PCs have had issues running Windows 10, it is actually much more responsive (and strangely even loads faster) on newer PCs.
