EVGA GTX 970 SSC 2.0 Sitting at 61 degrees on idle?

So I bought an EVGA GTX 970 SSC 2.0 a long with the rest of my components and everything works fine. All the fans in my NXT H440 work. This is a picture of my rig:

I was looking into my temperatures and I see my GPU sitting at 61 degrees idle. Then I restarted my compouter and now it is down to 47 degrees idle. Is this normal?
Another question while we are on topic. Can I overclock this card if I wanted to using EVGA PrecisionX16?
 
Solution
If I remember correctly, the SSC 2.0 cooler has an eco mode which means that the fans are off until the GPU gets above 60 degrees, which is why it is at that temperature is at idle
