It's not a PC gaming forum, it's a forum for practically anything tech-related. With that little money it is indeed not worth selling the Xbox One. To get the famed PC gaming experience you'd need to invest about 800$ for the PC itself.

However if the X1 is still in good shape, you could probably get away with selling it on Ebay for around 300$.

Actually, it IS the PC gaming subforum, Mr Kagouris. ;)

But you're welcome just the same, Galaxtix.

As others have said, keep your Xbox One. Continue enjoying it until you save up what you need to get a proper gaming computer. Only AFTER you have the computer, and can make the comparison for yourself, should you decide to sell your console. You can always then use that extra money to upgrade your computer further. There is almost never an absence of things to upgrade on a computer. James Mason's estimates are correct, though personally I'd budget slightly more for both categories ("somewhat noticeable improvement" and "be blown away").

Only $7.57 for a mouse and keyboard? ;)

Seriously, though, well done. I typically spend more on the PSU (though that Rosewill will do in a pinch) and the case, because they are components that pay for themselves by being viable through multiple builds, but that's obviously not something you can do if you are trying to get those specs in under $800.00.
