Is it possible to move files around before the OS starts (Windows 7)

Hello!

I recently bought a 256GB SSD and am currently migrating the OS (Windows 7) from my HDD. I want to move all of the Program Files to my original HDD, but foresee "Cannot move because this program is currently running" problems. Is there a way to move around files and folders before the OS starts?

Solution
Even if you copy the Program Files directory and paste it into the new drive, the programs won't work. Almost every program needs to install files in other directories, register .dll files, etc...

If you want to copy things, boot off a Linux Live disk and then you can copy any file from the drive.

What you want to do is clone the old drive onto the new one. The SSD should have come with such software unless it was a barebones unit.
