CPU cooler heatsink not absorbing heat from CPU

Hello!
I have been having this problem for a while now and I have been looking all over the web and I can't find an answer. The CPU cooler I have is a Corsair H100i (liquid). According to Corsair Link, the heatsink is always around 24C but the processor is idling at 70-80C. I have made sure that the heatsink is seated correctly, that the pump is always on full speed, the thermal paste is applied correctly, the heatsink is touching the processor, the heatsink is screwed in ALL the way, and that I have properly cleaned the CPU. Also, I made sure that the CPU is not overclocked and that the voltage is at a good number (around 0.9v)

Also, I just got a replacement cooler from Corsair to see if that helped, and it did not.
Also to be noted: the thermal paste is Arctic Silver 5.

Memory: G.Skill Ripjaws Series 32GB (4 x 8GB) DDR4-2400 Memory
SSDs: 2 Sandisk Ultra Plus 256GB 2.5" Solid State Drive
GPU: EVGA GeForce GTX 970 4GB Superclocked ACX 2.0 Video Card
Case: Corsair 750D Airflow Edition ATX Full Tower Case
PSU: Corsair RM 1000W 80+ Gold Certified Fully-Modular ATX Power Supply

Any ideas?
I am really getting frustrated by this problem.

Try getting your temps from a few different programs. HWMonitor isn't too reliable either, but it's worth a try. What does it say about your socket temp?

It sounds like your CPU is throttling. When a sensor on your motherboard goes bad, it can send a signal directly to your CPU and this can force your CPU to drop down and get stuck at the 8 multiplier. The signal path that goes to the CPU is called BD PROCHOT or bi-directional processor hot. When a sensor sends a signal down this path, the CPU thinks it is too hot even when the CPU temperature is just fine. When a processor is too hot or when it gets this signal, it will be stuck at the 8 multiplier whether it is idle or at full load. ThrottleStop is the only program I know of that lets you disable the BD PROCHOT signal path. As soon as you do this, the CPU usually jumps up to full speed immediately.

The voltage is low because the multiplier is stuck at 8. Your base clock speed is not the problem so do not adjust it in the bios.

Well, the package temp is about 65 and the core temp is about 60. It is lower than usual right now because my PC wasn't on all day (school). It doesn't say anything about CPU temp (I read that CPU temp is the socket temp).

Alright so I just disabled BD PROCHOT and nothing seems to be happening. I hit the save button. Do I have to restart my PC?
Also, at the top, it says 33 x 100.00MHz. Is that the multiplier? Becuase if it is, the multiplier is high...

Alright, but the thing is is that I did just RMA it and get a new one.

I am going to get a cheap Cooler Master air cooler (Hyper 212 Evo) and see if that can properly cool my CPU. If that works, I might just keep it. But I probably will just get the newest water cooler from Corsair if I see that the Cooler Master one works.
