Power outage for 1 second, computer turns off, and after another second, the computer turns on by itself...

Hello to all.

For some days it's raining a lot, and that means power outages, but not normal ones; the power is cut for a second, and then, my computer turns off. The problem with the above is that after another second, the computer turns on by itself.

So: 1 Second power outage -> The computer turns off for a second -> it turns on by itself after another second.

This is strange, because on my BIOS, I set the "AC BACK" value to "always of". From the Gigabyte manual:

"Always Off The system stays off upon the return of the AC power. (Default)"

so, the motherboard (or the power supply) doesn't consider one second as a power loss?. I think that the installed devices on the system doesn't like these type of outages, and much less the HDD motor...

This behaviour is normal?
