Liquid Cooling Radiator Fan Spinning Slow

My initial problem was my computer was running very hot at certain times. Most of the time, the cpu was idling around 17 degrees Celcius, and when playing a game it would jump to about 35 maybe 40. However, lately I can feel the heat on the case, and the cpu is about 80 Celcius. I looked at the fan that fed to the radiator, and it was spinning extremely slow, about 200 rpm.
My first thought was that it was dirt or dust, so i took it apart, cleaned it, and put it back together. On startup, it seemed like it was spinning full speed, but after about a minute of being on, it went back down to 200.
My next thought was maybe the fan was dying, so I took out the fan, and tested that without the radiator. It spun at full speed the entire time without faltering, so I knew it wasn't the fan.
Next, I tried cleaning out the radiator, and that still didn't solve the problem. But I noticed that when I put the fan on the case, the case seemed to slow it down, like it was putting pressure on it slightly. I tried moving around the fan, and every once and a while, it would go back up to full speed. Next, I tried putting spacers between the fan and the case to see if it would give it more room to turn without the pressure. This worked for about two days. But yesterday, it went back to about 200 rpm, even going as low as 98. At this point I was very confused and annoyed, So i tried moving one of my front fans to the back and have that act as the radiator fan. Initially, it was spinning at about 1200-1300 rpm, and the original fan that I moved to the front, was spinning at full speed, about 1500 rpm. They should be spinning at the same speed, but since the cpu wasn't overheating and the radiator seemed to be cooling down, I was happy.
But now today, the new radiator fan is spinning at 600-750 rpm. I haven't moved anything, this is the first time using it since last night, and nothing has changed. So i guess my question is my is the radiator slowing down whatever fan is being used? Also, is there a possibility that the radiator is slowing down the flow of air?
My specs:
Mobo: Gigabyte GA 970A-UD3
Processor: AMD FX 6100
(Not sure about the cooling system but its liquid cooled with case-fan-radiator design, where fan is sucking in air.)

Solution
When mouonted ont he rear, you normally want it blowing air out of the case for efficient airflow. In at the front, out at the rear.
