New CPU Fan goes crazy

Hi, I recently upgraded my CPU fan and there is a problem with it. Fan is (http://amzn.to/1rxgaDa) processor is Intel i7 4790k, and GPU is GeForce GTX 960. Everything else has remained stock in the HP Envy 700-214 model.

Whenever I start up the computer, the fan goes crazy for 30 seconds then stops. Then whenever I start up a program it also goes crazy for a while. I checked CPU temps, and they get pretty high when I start any program.

When I changed the fan, I took off and put on the thermal paste, I used the arctic silver I think it is called.

Let me know what could be going wrong please help!

How high were your temps?

Also, the cooler you have is a low profile and isn't all that great. I suggest upgrading to at least an EVO, or if your case isn't big enough for it, an H50 or H60

Did you take off the piece of plastic on the bottom?
Then also check your fan settings in speedfan. That sounds like default smart guardian setting in speedfan. Set it to software controlled and maul ally controls it or set a fan curve

That's WAY too high. You should get a better cooler.

It is mounted on correctly, and the thermal paste has spread. I double checked and re-applied for safe measures. I guess I will try one of the fans you suggested, and I'll let you know what happens.
